Russian activists say the sentencing of a critic of the Winter Olympics in Sochi to three years in a penal colony on a minor parole violation is a sign of an intensifying crackdown on those who have spoken out against of the Games.

俄羅斯人權活動人士説,一名批評索契冬奧會的人士因為輕度違反假釋規定被判在流放地監禁三年,這表明俄羅斯正在加緊打擊那些公開抨擊本屆冬奧會的人。

Russia has been criticized in the West for its treatment of activists opposed to how preparations for the Games were handled, but such international scrutiny may have made the situation worse for Russians who have spoken out, rights groups say.

人權組織表示,西方指責俄羅斯不公正地對待那些批評冬奧會籌備工作的人,但對那些敢於公開批評當局的俄羅斯人來説,國際社會的指責可能讓他們的處境更加艱難。

On Wednesday, Evgeny Vitishko, a member of Environmental Watch of the North Caucasus or EWNC, which had opposed holding the Olympics in Sochi because of the potential damage it could cause to the region's environment, was given a three-year jail sentence by an appeals court in southern Russia.

週三,北高加索環境觀察(Environmental Watch of the North Caucasus)成員維提斯科(Evgeny Vitishko)在俄羅斯南部一家上訴法院被判入獄三年。北高加索環境觀察曾反對在索契舉辦冬奧會,因為這可能破壞當地環境。

The decision upheld an earlier ruling by a lower court which found Mr. Vitishko had violated the conditions of a suspended sentence he received for an earlier conviction for spray-painting graffiti on a fence surrounding property activists say belongs to the governor of the Krasnodar region where the Olympics are being held.

上訴法院支持地方法院對維提斯科違反緩刑條件的裁決。維提斯科之前因在一處房產的圍牆上塗鴉而被定罪並獲緩刑,據人權活動人士説,這處房產屬於冬奧會舉辦地克拉斯諾達爾州的州長。

The violation came when Mr. Vitishko was detained by local police while applying earlier this month for permission from the parole office to travel to Sochi for the Games and was accused of swearing in public, a hooliganism charge that after a brief trial resulted in a 15-day jail sentence.

維提斯科是在本月早些時候向假釋辦公室申請去索契參加冬奧會時被當地警察拘捕的,他被指在公共場合説髒話,犯有流氓罪,在簡短審訊後被判15天監禁,也因此觸犯了緩刑條件。

Human Rights Watch condemned the case as 'politically motivated from the start.'

'When the authorities continued to harass him it became clear they were trying to silence and exact retribution against certain persistent critics of the preparations for the Olympics,' Yulia Gorbunova, Russia researcher for the group said Wednesday.

Krasnodar police and the Krasnodar regional administration didn't respond to requests for comment.

Mr. Vitishko's imprisonment comes just as the EWNC has released a report on what it calls 'irreparable' environmental damage caused by preparations for the 2014 Winter Olympic Games.

The report's co-author, Suren Gazaryan, was also convicted in the graffiti case and fled the country to seek political asylum, his colleagues say. Both Mr. Gazaryan and Mr. Vitishko denied the charges.

At a news conference in Moscow Wednesday, members of EWNC said they had been subject to multiple probes by Russian authorities. Igor Kharchenko, an activist with the group, said he had been arrested for five days for resisting police on what he called trumped-up charges. He also said a group of unidentified men had smashed the windows and body of his car while a police car passed by.

Russia has portrayed the Sochi Games as environmentally friendly. In January, Dmitry Kozak, the deputy prime minister in charge of Olympic preparations, said the air in Sochi became two times cleaner than before the Games. Activists say publicly available data suggests that isn't true.

Dmitry Shevchenko, deputy coordinator at EWNC, said, 'there is no predicting what will happen to activists after the Olympics' and that things may get worse.

The group also accused the International Olympic Committee of failing to enforce its environmental standards on Russia in preparation for the Sochi Games. The Committee didn't respond to a request for comment.
