職務消費與公款吃喝

該文件在薪資結構和支付、職務消費以及薪資的監督和管理上制定了指導方針，目的是爲了建立健全規範國有企業高管薪酬的激勵和約束機制。
position-related consumption 職務消費
在上面的報道中，position-related consumption就是“職務消費”。職務消費是指爲保證領導幹部正當生活和履行職責、完成工作任務，由政府和領導幹部所在機關（單位）按照規定，爲其提供和報銷的費用。一段時間內很盛行的recreational activities with public funds（公款吃喝）現象其實就是職務消費被濫用的結果。
Consumption 除了表示“消費”外，還可以指“消耗”的意思。
例如：the consumption of men in a war（戰爭中兵力的消耗）。
Consumption 也有“揮霍”的意思。
例如：be reproached for one’s indiscriminateconsumption of a fortune（因胡亂把大宗財產揮霍殆盡而遭責備）。
Consumption 還有“吃，喝”的意思。
例如：take along food for one’s consumption on a trip（帶上旅途中吃的食物）。
從職務消費我們可以聯想到一些官場和職場中的不良現象，如濫用職權（abuse of power），瀆職（dereliction of duty），徇私舞弊（play favouritism and commit irregularities），玩忽職守（neglect of duty）等。
