The People's Bank of China (PBOC), the central bank, said Monday that commercial banks should put in place a differentiated credit policy to guarantee housing loans to qualified first-home buyers.

央行稱，各商業銀行應該制定差別化的信貸政策，保證首次置業者的房貸需求。

文中的first-home buyers就是指“首次置業者”，央行今年將全面落實differentiated credit policy（差別化信貸政策），在信貸實行總量管理的前提下，各家銀行對個人居民first ordinary commercial housing units（首套自住普通商品住宅）的mortgage loans（按揭貸款）必須予以保證。

對於interest rate（利率）水平，央行鼓勵各家financial institutions（金融機構）在央行的benchmark lending rate（基準利率）和首套普通商品住宅prime mortgage rate（貸款優惠利率）的下限之間，根據financial conditions of borrowers（借款人的財務狀況）權衡定價。此外，央行還鼓勵property market（房地產市場）上的financial innovations（金融創新），如securitization of mortgage loans（抵押貸款證券化），引入real estate trust funds（房地產信託資金）等。
