中國政府設法遏制出境遊客不文明行爲

Tourists from China intent on celebrating their new wealth — much of it gained since 2008, when the government introduced major stimulus programs amid a sagging global economy — are a fast-growing presence around the world. Their range extends from American cities to European villages, from African safari parks to Southeast Asian beaches. Recently a group of more than 6,000 Chinese tourists attracted attention by taking a company-sponsored vacation in France.

The ballooning numbers have led to friction, with accusations that tourists from a country with 1.4 billion people may swamp popular sites, particularly given their preference for group travel. In 2014, for the first time, the number of Chinese tourists traveling overseas exceeded 100 million — 107 million, up more than 19 percent over 2013, according to the China National Tourism Administration.

The Chinese authorities have voiced concern about the “uncivilized” reputation many of their citizens have earned abroad. After mounting reports of Chinese tourists behaving badly in public, including defacing ancient monuments, opening emergency doors or breaking into fights on aircraft and disrespecting local customs, the tourism authority announced in April that it had begun drawing up a behavioral “blacklist.”

中國政府已對很多中國公民在國外落下的“不文明”名聲表示了擔憂。有越來越多的報道顯示中國遊客在公共場所行爲惡劣,如破壞古蹟、在飛機上打架或是開啓緊急出口以及不尊重當地風俗,因此旅遊部門在4月宣佈,已開始制定旅遊行爲“黑名單”。

The authority said that it would contact blacklisted tourists and “propose correction measures” and that it reserved the right to report violations to public security, customs and transport officials as well as to credit agencies. The practical consequences of being placed on such a list were not clear. Tour group organizers quoted by the Chinese state News media said that if people had signed a contract with their companies, the companies could not prevent them from traveling.

旅遊部門稱將聯繫被列入黑名單的遊客,“提示其採取補救措施”,並保留向公安、海關和交通部門以及徵信機構通報遊客不文明行爲的權力。不過,被列入黑名單會有怎樣的實際後果尚不清楚。中國官方新聞媒體援引旅行社的話稱,如果被列入黑名單的遊客與他們公司簽訂了合同,則公司不能阻止他們參團旅遊。

This month, the Civil Aviation Administration of China said it was considering setting up a similar list of unruly travelers, according to The Beijing Morning News. Citizens who are listed may face penalties, the report said, without providing specifics.

據《北京晨報》報道,中國民用航空局本月表示,正在考慮制定一個類似的“任性”乘客名單。報道稱被列入名單的乘客可能會受到懲處,但未提供具體信息。
