中辦國辦印發《意見》 鼓勵大學生到基層工作
The central government has issued a guideline to encourage more college graduates to work at the community level.
中央政府近日發佈關於鼓勵更多高校畢業生到基層工作的意見。The guideline, which was jointly issued by the general offices of the Communist Party of China Central Committee and the State Council, has been designed to involve college graduates in economic and social development.
意見由中共中央辦公廳、國務院辦公廳聯合印發，旨在發揮高校畢業生在促進經濟社會發展中的作用。College graduates will be encouraged to find employment in the modern seed industry, agrotechny, countryside tourism, rural e-commerce, rural cooperatives and water conservation projects, according to the guideline.
意見提出，鼓勵高校畢業生投身現代種業、農產品加工、鄉村旅遊、農村電子商務、農村合作經濟和水利工程事業。
The guideline says college graduates will be encouraged to work in the middle and western parts of the country, Northeast China and other less-developed and remote areas.
意見稱，鼓勵高校畢業生到中西部地區、東北地區和其他艱苦邊遠地區工作。To be attractive to graduates, companies must offer good training programs as well as higher wages and allowances.
爲了吸引畢業生，公司必須提供良好的培訓計劃以及較高的工資和津貼。The guideline also stipulates that civil servant recruitment in provincial-level agencies will only consider candidates with at least two years of grassroots working experience.
意見還規定，省級機關錄用公務員一律從具有2年以上基層工作經歷的人員中考錄。The government estimates that about 7.95 million college students will graduate this year, accounting for over a half of newly-added urban labor force.
政府估計今年大約將會有795萬名大學生畢業，佔新增城鎮勞動力一半以上。
