我國出臺快遞專用電動三輪車強制性國標徵求意見

National post and delivery authority has recently released a draft of technical requirements for electric tricycles used by delivery companies for public review. It is the first national compulsory standard for delivery vehicles in China.

國家郵政管理局近日發佈了《快遞專用電動三輪車技術要求》。這是我國出臺的首份專門針對快遞行業車輛的國家強制性標準。

China's booming e-commerce has led to a surge in the express delivery industry. In 2015, the income of express delivery reached 276 billion yuan ($42.7 billion), a 35 percent rise, and the business volume reached 20.6 billion pieces, a 48 percent increase, from the previous year.

中國蓬勃發展的電子商務使得快遞行業激增。在2015年,快遞行業的收入達到了2760億元(摺合427億美元),漲幅達到35%,業務量達到206億件,相比去年增加了48%。

The draft specifies that delivery tricycles can be no more than 1 meter wide, 3 meters long and 1.4 meters high, with a maximum payload of 180 kg, excluding the driver. The draft requires maximum speed be 15 km/h while the starting speed be no faster than 5 km/h in four seconds.

意見稿明確規定,快遞三輪車的車寬尺寸限值爲1米,車長尺寸限值爲3米,高度尺寸限值爲1.4米,最大裝載質量不大於180公斤(不含駕駛員體重);最高車速不應大於15公里/小時,4秒內起步加速不應大於5公里/小時。

The draft also suggests the use of a new kind of electric tricycle equipped with a GPS terminal, a driving record and monitoring platforms. Tricycles used for delivery services should be labeled "express" in front.

草案還建議使用配備了GPS終端,駕駛記錄和監控平臺的新型電動三輪車。快遞三輪車廂體前板應有快遞標識。

The SPB's proposed regulation is the latest national-level effort to standardize electric tricycles, after local authorities in cities such as Beijing and Shenzhen in Guangdong Province began to ban electric bicycles and tricycles on certain roads.

繼北京,廣東深圳等地方當局開始在特定道路限制電動自行車和三輪車後,中國郵政局提出的法規是國家層面上做出的規範電動三輪車的最新努力。

While Shenzhen police have explained that the policy does not target the express delivery industry, the new prohibition still puts the industry in a tough spot. Some 1,000 couriers are estimated to be sacked after Shenzhen's ban, the China Business Journal (CBJ) reported, citing the city's traffic police and express industry association.

儘管深圳警方已經解釋稱該政策並不針對物流行業,但是新的禁令仍然把該行業置於艱難的境地之中。《中國商業雜誌》援引城市交警和快遞行業協會數據報道稱,深圳禁令後,預計大約1000名跨地人員會被解僱。

Although one of the most-discussed issues was whether it would allow e-tricycles to carry number plates and run on roads as cars, the draft does not give detailed regulation on the issue but only offers guidance.

雖然討論最多的一個問題是這項草案是否會要求電動三輪車像汽車一樣攜帶號牌及在道路上行駛,但是其沒有對這一問題進行詳細的規定,只提供了指導意見。
