男子結婚要開文盲證明才能領證?大綱

The 58-year-old groom, surnamed Zhu, was officially wed to his wife, surnamed Zhang, on Monday afternoon at the Chang'an district civil affairs bureau, where Zhu claimed they had been denied certificates weeks earlier because he couldn't read or write.

上週一下午，58歲的朱先生和他的妻子張女士前往長安區民政局正式申請結婚登記。朱先生聲稱，因其不識字，幾周前工作人員拒絕給其辦理結婚證。

Zhu, a widower from Henan Province, has operated a small business in Xi'an for 20 years, where he lives with Zhang and his 16-year-old daughter.

來自河南的朱先生早年喪妻，已經在西安做小生意有20年了，和張女士以及他16歲的女兒一起生活。

According to Zhu, clerks had told him he either must fill out all the paperwork on his own or provide an official police document that stated "I am illiterate," China Business News reported. However, officers in his hometown in neighboring Henan told him they could issue no such document, explained Zhu.

根據第一財經報道，朱先生表示，民政局工作人員告訴他，必須得自己填寫好申請文書，如果填不了，就讓原籍派出所開個“我是文盲”的證明。不過，朱先生對此做出解釋稱，他家鄉河南省的官員表示他們無法開這個證明。

Employees at the bureau said they didn't remember Zhu's specific case, but denied allegations that people who have trouble reading and writing require any special documentation to apply for marriage licenses.

長安民政局工作人員則聲稱不記得是否發生過朱先生所說的事。同時該部門也表示，即便有不識字的人來領結婚證，也不會要求對方去開任何特殊的證明。

According to the head of the marriage registration office, surnamed Fang, employees are allowed to fill out forms for applicants that cannot read or write, who then sign with a fingerprint. She suggested that there may have been some confusion in his records about Zhu's previous marital status.

據該婚姻登記處的負責人方主任講，工作人員可以幫忙不識字的領證人代填聲明書，當事人按手印即可。她還解釋說，有可能是朱先生填寫的婚姻狀況聲明與戶口薄上登記的不一致纔會這樣。

"His illiteracy has really hurt him in the past," said Zhang. "I have little education myself, writing is hard for me too." The married couple is now looking forward to their new life together.

張女士說：“（朱先生）他不識字，多年來可把他害的不行。我也沒受過什麼教育，寫字也費勁。” 如今這對夫妻正期待着他們在一起的新生活。
