新疆反極端法即將出臺

The legislature of the Xinjiang Uygur autonomous region plans to draft a regulation by 2016 to curb religious extremism. It may include a ban on wearing clothes in public linked to religious extremism such as full face and body coverings, the head of the legislature said.
新疆維吾爾自治區人大常委會主任表示，新疆擬於2016年以前出臺一份條例草案，以遏制宗教極端勢力。該草案或將包括，禁止在公衆場所穿戴一切與宗教極端主義相關的服飾，比如遮蓋面部和全身的罩袍。

"There are different oPinions after the legislators of Urumqi, the capital of the region, passed a regulation banning full face and body coverings in public in February. The fact is that such clothes are not traditional ethnic costumes, but expressions of religious extremism," said Nayim Yasen, director of the Standing Committee of the Xinjiang People's Congress, during the annual session of the National People's Congress.
“今年2月，新疆首府烏魯木齊通過法案禁止在公共場所穿戴蒙臉和裹身罩袍。人們對此議論紛紛。事實上，這種服飾並非傳統的民族服飾，而是宗教極端主義的一種表達方式，”新疆維吾爾自治區人大常委主任乃依木·亞森在全國人民代表大會期間表示。

He added that the regional legislature is considering including the same article in its anti-extremism draft regulation.
他補充說，新疆維吾爾自治區人大常委會正打算將該條例列入當地反極端主義條例的草案中。

"Religious extremism is one of Xinjiang's biggest problems at the moment, and it must be handled in accordance with the law," Nayim said.
“宗教極端主義是新疆維吾爾最大的問題之一，必須依法處理，”乃依木說。

Ma Pinyan, a senior anti-terrorism researcher at the Xinjiang Academy of Social Sciences, said such a ban is necessary because wearing full face and body coverings in public is an obvious statement promoting religious beliefs.
新疆社科院資深的反恐專家馬品彥說，這樣的禁令是必要的，因爲在公共場蒙臉裹身，明顯就是在對外宣揚宗教極端主義。

Many deputies to the Xinjiang delegation of the NPC said people, especially in rural areas, have been forced to cover up their faces and bodies so the extremists won't harass them, and not because they hold extremist thoughts.
許多參加全國人大會議的新疆人大代表說，我們的人民，特別是鄉村地區的人民，一直以來蒙臉裹身並非出於他們持有這種極端主義思想，而是爲了免遭極端主義分子的騷擾。

Xinjiang, which has a large Muslim population, has been hit by religious extremism, leading to an increasing number of terrorist attacks.
擁有龐大穆斯林人口的新疆地區近年遭受宗教極端主義的襲擊，該地暴恐襲擊事件不斷上升。
