It's another way of saying "I can't remember something".

這是“I can't remember something （我記不起來）”的另外一種表達方法。

There's another meaning, too.

If you're looking for something, but can't find it, then you "draw a blank."

如果你在找某件東西，但是卻找不着，然後你“draw a blank”（沒找到）。

In American English, you can use this phrase with friends or in business situations.

在美語中，這個短語在非正式和正式場合都能夠使用。
