上海媒體員工因泄露宣傳指令被停職

A prominent Shanghai Newspaper has suspended an employee who leaked a secret propaganda directive instructing media to stop covering the hard-hitting air pollution documentary that has captivated the Chinese internet this week.

一家知名的上海報紙——《第一財經日報》(China Business News)對一名員工作出了停職處理,原因是這名員工泄露了一則機密的、要求媒體停止報道紀錄片《穹頂之下》的宣傳指令。《穹頂之下》聚焦於中國嚴峻的大氣污染,過去一週在中國互聯網上引發巨大反響。

The documentary, Under the Dome , has racked up more than 166m views since it was published last Saturday and has been heavily discussed online and among “two meetings” delegates.

The suspension highlights the sensitivity around propaganda efforts during China’s annual “two meetings” period, when the national parliament and a separate political consultation body convene in Beijing to rubber-stamp the government’s policy agenda for the year.

Chinese media initially covered the film and the environment minister publicly praised it but on Monday propaganda authorities instructed the media to stop writing about it. It also disappeared as a trending topic on Weibo, China’s Twitter-like microblog platform, though the film is still accessible online.

《穹頂之下》最初得到中國媒體的廣泛報道,還得到了中國環保部部長的公開讚揚。然而到了週一,宣傳部門卻指示媒體停止發佈與該片有關的報道。雖然該片仍然可以在網上看到,有關它的討論卻已從新浪微博(Weibo)的熱門話題中消失。

An administrative employee of China Business News, a respected business daily, is no longer working and may eventually be fired, after she shared a photograph of the directive earlier this week, two people familiar with the situation said.

本週早些時候,《第一財經日報》一名行政人員在網上分享了這一宣傳指令的截圖。兩位知情人士表示,這名員工目前已被停職,最終可能會被開除。

“This person would definitely know this document wasn’t allowed to be publicised,” said an employee at China Business News. “In the media there are certain red lines that are very clear.”

The employee said the suspension occurred after Shanghai propaganda authorities travelled to Beijing for the parliamentary meeting, where they faced questions from superiors in the central government about how the document came to be circulated on social media.

該員工表示,停職發生在上海市宣傳部門官員赴北京參加“兩會”之後。這些官員在會上遭到了上級中央政府的質疑,問他們爲何這份文件會在社交媒體上流傳。

The directive, which was marked “top secret”, was sent by the Shanghai propaganda ministry and signed by executives at Shanghai Media Group, the parent company of China Business News. Media executives typically sign such directives to acknowledge receipt.

Only senior media employees have official access to propaganda instructions, though journalists and editors may learn about their contents through superiors, Chinese journalists say. Other employees may also obtain access to such documents — which are only circulated on paper or via fax — through informal channels.

The China Business News employee has not been officially fired, due to the onerous process for firing employees from state-owned companies, but the employee is no longer working, the sources said.

Shanghai Media Group could not be reached for comment.
