房地產大亨宋衛平抨擊政府過度干預樓市

A prominent Property tycoon in China on Friday lashed out at government real estate policies, took a verbal swipe at a former premier and said authorities shouldn't be squeezing small- and medium-size developers out of business.

中國知名房地產商宋衛平上週五抨擊了政府的房地產政策,他表示,政府不該把中小型房地產商擠出市場。

Song Weiping, who is selling most of his stake in luxury-property developer Greentown China Holdings and is stepping down as chairman amid a worsening market downturn, told a news briefing that local and central governments were to blame for the industry's problems, having interfered too much in the market.

在樓市日益低迷之際,宋衛平出售了他所持有的綠城中國控股有限公司(Greentown China Holdings Ltd., )的多數股權,並卸下了該公司董事長一職。他在新聞發佈會上稱,地方政府和中央政府對房地產市場干預過度,應該爲房地產市場出現的問題負責。

China's property developers face increasing pressure from falling sales and stringent government limits on home purchases. Since 2010, Beijing has rolled out tight measures such as curbs on second or subsequent homes and price ceilings to rein in market speculation and high housing prices.

銷量下降和政府實施嚴格的限購措施令國內房地產開發商面臨越來越大的壓力。2010年以來,爲打擊市場投機行爲和抑制房價上漲,政府推出第二套及以上住房限購令以及限價令等一系列嚴格措施。

Property developers have complained that such measures distort the market, and the recent downturn in the country's housing market has brought more of such comments to surface. Mr. Song said he is tired of operating in an environment in which the market isn't free.

房地產開發商對此怨聲載道,他們認爲這些措施扭曲了市場,而近期樓市滑坡的狀況更引來這樣的說法。宋衛平表示,他對樓市現狀感到怠倦。

So far this year, housing sales have been hit by excessive supply and bouts of price slashing, with expectations of more discounting to come.

Smaller- and medium-size firms have been particularly hard hit, especially those that have borrowed heavily. 'You cannot forget your roots,' said Mr. Song, referring to the fate of smaller developers. 'Such small firms are like the children of the corporate sector.'

中小企業受到了特別嚴重的衝擊,尤其是那些借款規模較大的企業。宋衛平在談到中小開發商的命運時說,人是不能忘本的。他說,中小企業就像是企業界裏面的少年兒童。

Greentown on Thursday said Mr. Song and other key shareholders were selling 24.3% of the Hong Kong-listed company to Sunac China Holdings for 6.3 billion Hong Kong dollars ($813 million).

香港上市公司綠城中國週四公佈,宋衛平及其他重要股東將以總代價63億港元(合8.13億美元)將總計24.3%的公司股權出售給融創中國控股有限公司(Sunac China Holdings Ltd., 簡稱:融創中國)。

Mr. Song, who will hand over the reins of Greentown China to Sunac's chairman Sun Hongbin, took particular exception to a 'former premier' who had publicly questioned the integrity of developers when housing prices were spiraling higher.

宋衛平將把綠城中國的控制權交給融創中國董事長孫宏斌。在相關新聞發佈會上,宋衛平對一名“前一屆總理”表達了嚴重不滿。在房價螺旋式上漲之際,宋衛平提到的這位總理曾經公開質疑過開發商的道德。

Though he didn't identify that official, he was most likely referring to ex-Premier Wen Jiabao who during his time in office tried to wrestle home prices lower. In early 2011, Mr. Wen criticized the real-estate industry, saying 'morality should flow in the blood of property developers.'

儘管他並未指名道姓,但他最可能指的是前國務院總理溫家寶。溫家寶在任期間致力於房價降溫舉措。2011年年初,溫家寶曾對房地產行業提出批評。他說,房地產商的身上也應該流着道德的血液。

On Friday, Mr. Song appeared to take exception: 'How dare he question whether property developers' have morals?

Mr. Song also vented his frustrations with Hangzhou and other local governments that sell land to developers at high prices and then force them to use some of the land for low-income housing. 'How could they expect us to build social (low-income) housing on the same plot of land that costs 50,000 yuan (about $8,000) per square meter? Who would these homes be distributed to?'

對於杭州和其他地方政府高價向開發商賣地,之後迫使開發商拿出一部分土地用於建設低成本住房的做法,宋衛平也表達了不滿。他說:保障房怎麼會放到四五萬的房子裏,然後再配安置房;這個安置房,你分給誰?

'Beijing and Shanghai are the same,' said Mr. Song. 'Are they trying to kill us?'
