BEIJING - Chinese legal authorities have ordered prosecutors to explain the handling of influential or controversial cases to stakeholders and the public as part of a legal education drive.
北京消息，中國法律機關要求檢察官在處理影響力大、存在爭議的案件時向訴訟參與人及公衆進行釋法說理、開展法治宣傳教育等活動。

explain the handling of influential or controversial cases是在處理影響力大、存在爭議的案件時進行釋法說理。
最高人民檢察院（the Supreme People's Procuratorate）週一發佈文件指出，對具有廣泛社會影響或較大爭議、可能引發上訪（trigger petitions）或社會羣體事件的案件向社會公衆以案釋法，有利於化解社會矛盾（defuse social conflict）、促進和諧穩定（improve harmony and stability）。
案件包括：有利於維護憲法法律權威（safeguard the authority of the Constitution and law）、弘揚社會正氣的案件（carry forward social justice）；與羣衆利益密切相關的案件（cases closely linked to people's interests）；對羣衆及政府官員具有較強警示教育意義的案件等。
檢察官向訴訟參與人（litigant）釋法說理，可用書面、口頭兩種方式（in written or oral forms）。向社會公衆以案釋法可通過進機關、進鄉村、進社區（in communities）、進學校、進企業、進單位，微博、微信、新聞客戶端等多種方式靈活開展以案釋法工作。
文件強調，檢察官以案釋法應當準確說明與案件有關的主要事實（accurately clarify major facts concerning the case），充分闡明辦理案件的法律和政策依據（thoroughly explain the law and policies used in dealing with the case），不得泄露國家祕密、商業祕密（must not leak national and commercial secrets）以及其他依照法律法規和檢察工作規定不得公開的信息（other information classified as confidential）。
