BEIJING - Chinese Premier Li Keqiang has signed a State Council decree to publish a decision on amending seven administrative regulations and abolishing 10.

北京消息：中國國務院總理李克強簽署國務院令，公佈國務院關於修改7部、廢止10部行政法規的決定。

【講解】

State Council decree是國務院令；administrative regulations是行政法規。
爲了依法推進簡政放權（promote the reform of streamlining administration and delegating power）、放管結合、優化服務改革（upgrading services），國務院對取消和下放行政許可項目（abolishing and delegating government permits）涉及的行政法規，以及實踐中不再適用（no longer applicable in practice）的行政法規進行了清理，決定對7部行政法規的部分條款予以修改（amend），對10部行政法規予以廢止（abolish）。
關於優化營商環境方面，修改城市房地產開發經營管理條例，進一步減少相關證明事項。
廢止法規（abolished regulations）包括：行政監察法（Administrative Supervision Law）實施條例，行政監察法已修改爲國家監察法（National Supervision Law）。
國務院決定廢止的行政法規還包括《賣淫嫖娼人員收容教育辦法（custody and education measures）》，此前在2019年12月28日，十三屆全國人大常委會（the National People's Congress Standing Committee）第十五次會議通過了《全國人民代表大會常務委員會關於廢止（termination）有關收容教育法律規定和制度的決定》。
