教育部已啓動學前教育立法調研工作

China will push for legislation on pre-school education to a provide legal guarantee for the operation and management of such institutions, Vice Minister of Education Tian Xuejun said.

教育部副部長田學軍於日前表示，中國將推動學前教育立法，爲學前教育機構的經營管理提供法律保障。

Tian made the remarks at a press conference organized by the State Council Information Office, with regards to a child abuse case at RYB Education New World Kindergarten in Beijing that received widespread attention.

由於北京市紅黃藍新世界幼兒園的虐童事件引起了社會廣泛關注，田學軍在國務院新聞辦公室組織的一場記者招待會上發表了上述言論。

Tian said the ministry was already doing research on the legislation.

田學軍稱，教育部已經開展了對於立法工作的研究。

"The ministry will also complete the requirements on qualifications of teachers engaged in pre-school education and is considering formulating a code of ethics for them," Tian said.

田學軍副部長表示：“教育部會完善對從事學前教育的老師的資歷要求，並且正在考慮對他們建立一個道德標準。”

He also mentioned a plan to step up supervision of kindergartens and solve the problem of insufficient resources for pre-school education.

此外，他還提及了一個提高幼兒園監管以及解決學前教育資源不足問題的計劃。

Tian said the abuse case exposed the conflict between public demand for pre-school enrollment and insufficient development of pre-school education.

田學軍稱，虐童案件暴露了公衆對學前教育註冊需求與學前教育發展不足之間的矛盾。

"It also showed that some local authorities and kindergartens still have problems of unsound management and failure to implement or fully implement regulations," he said.

他說：“這件事也顯示出地方當局和幼兒園還是有管理不健全以及未能實施，或者說沒有全面落實規章制度的問題。”
