主席先生,女士們、先生們:
Mr. President,Ladies and Gentlemen:

很高興代表中國政府就落實2030年可持續發展議程進行陳述。我今天的陳述主要有兩個目的:一是介紹中國落實發展議程的工作進展和下步規劃,二是就落實工作同大家交換看法,並聽取你們的寶貴意見和建議。
I am glad to present, on behalf of the Chinese government, its Voluntary National Review of the Implementation of 2030 Agenda for Sustainable Development. I have two main purposes in my statement today: to give you an account of the progress and future plans in China’s implementation of the Agenda; and to exchange views with you on the implementation and hear your valuable suggestions.

中國是世界上最大的發展中國家,始終堅持發展是第一要務,將可持續發展作爲基本國策。2013年聯合國啓動可持續發展目標政府間談判後,中國全面參與談判進程,結合自身改革開放及落實千年發展目標的經驗積極建言獻策,協調各方立場,爲國際社會最終成功制定2030年可持續發展議程作出了突出貢獻,得到各方高度評價。
China is the largest developing country in the world, with development as its top priority and sustainable development as a basic national policy. Since the launch of intergovernmental negotiations on Sustainable Development Goals by the United Nations in 2013, China has participated fully in the negotiations, and has put forward proposals in light of its experience of reform, opening-up and implementation of the MDGs. China has coordinated positions with various parties, making significant and highly-appreciated contribution to the successful formulation of the 2030 Agenda for Sustainable Development by the international community.

2015年9月,中國國家主席習近平出席聯合國發展峯會,同各國領導人一道通過了2030年可持續發展議程。可持續發展議程同中國全面建成小康社會、實現中華民族偉大復興“中國夢”的目標契合,同中國推進可持續發展事業、人人享有發展成果的理念相通,同中國發揮負責任大國作用、推動各國實現共同發展的追求一致。落實可持續發展目標既是我們做出的承諾、應盡的國際責任,也是我們推進改革開放事業、建設中國特色社會主義的有效途徑。
In September 2015, Chinese President Xi Jinping attended the United Nations Sustainable Development Summit, and joined other world leaders in adopting the 2030 Agenda for Sustainable Development. This Agenda dovetails with China’s efforts to complete the building of a moderately prosperous society, and to realize the “Chinese dream” of national rejuvenation. It resonates with China’s vision of advancing sustainable development and ensuring that all people share the benefits of development. It is also consistent with China’s pursuit to play the role of a responsible big country and to promote common development of all countries. The implementation of the Sustainable Development Goals is China’s commitment and its due international responsibility. It is also an effective way to advance China’s reform, opening-up and socialism with Chinese characteristics.

今天我願借國別自願陳述的機會,向各位代表及國際社會介紹中國政府爲落實2030年可持續發展議程採取的行動及取得的進展。
I would like to take the opportunity of Voluntary National Review to brief you and the international community on the actions taken by the Chinese government to implement the 2030 Agenda for Sustainable Development, and the progress it has achieved.

第一,重視頂層設計。2015年10月,中國共產黨第十八屆五中全會發表公報,強調“要主動參與2030年可持續發展議程”。2016年3月,中國政府發佈“十三五”規劃綱要,承諾“積極落實2030年可持續發展議程”。全會公報和“十三五”規劃綱要是兩份綱領性的文件,“主動參與”、“積極落實”這八個字擲地有聲,爲中國開展可持續發展議程落實工作 確定了基調,指明瞭方向。中國已經提出創新、協調、綠色、開放、共享五大發展理念,這同可持續發展議程倡導的統籌經濟、社會、環境發展,兼顧人類、地球、繁榮、和平、夥伴關係的總體要求相融相通,其宗旨都是要堅定不移地推進可持續發展。
First, attaching great importance to top-level plans. In October 2015, the Fifth Plenum of the 18th CPC Central Committee issued a communique, stressing “proactive participation in Agenda 2030 for Sustainable Development”. In March 2016, the Chinese government released the Outline of the 13th Five-Year Plan with a commitment to the “active implementation of Agenda 2030 for Sustainable Development”. The Communique and the Outline, as two guideline documents, have unequivocally emphasized “proactive participation” and “active implementation”, setting the tone and charting the course for China’s implementation of the Agenda. China has proposed the vision of innovative, coordinated, green, open and shared development, which is consistent with the overall mandate of the Agenda for integrated economic, social and environmental progress, while accommodating the bigger interests of people, planet, prosperity, peace and partnerships. Both are intended for unswervingly advance sustainable development.

第二,強化戰略對接。中方立足本國國情,着力把落實2030年可持續發展議程與推進國內改革發展事業相結合,與執行“十三五”規劃綱要等國家中長期發展戰略相銜接,將可持續發展目標轉化爲經濟、社會、環境等領域的具體任務。例如在經濟領域,中國政府制定了《國家創新驅動發展戰略綱要》、《全國農業可持續發展規劃(2015-2030年)》。在社會領域,出臺了《關於打贏脫貧攻堅戰的決定》、《“健康中國”規劃綱要》。在環境領域,編制了《中國生物多樣性保護戰略與行動計劃(2015-2030年)》、《國家應對氣候變化規劃(2014-2020年)》。未來5年裏,中國將對“十三五”規劃綱要及各專門領域的工作規劃進展進行年度評估,可持續發展議程落實評估工作也將同步進行。
Second, forming better synergy among strategies. In line with its national conditions, China has been working to synergize efforts to implement the 2030 Agenda for Sustainable Development with domestic reform and development agenda, and with the implementation of its medium and long-term national development strategies including the 13th Five-Year Plan. China has turned SDGs into specific tasks in economic, social and environmental fields. In the economic field, for example, the Chinese government has formulated the National Outline for Innovation-Driven Development Strategy and the National Sustainable Agricultural Development Plan (2015-2030). In the social field, it has published the Decision on Winning the Tough Battle in Poverty Reduction and the Healthy China Outline. In the environmental field, it has prepared the China Biodiversity Conservation Strategy and Plan of Action (2015-2030) and the National Program on Climate Change (2014- 2020). In the next five years, China will conduct annual assessment on the progress of the 13th Five-Year Plan and its program of work in all sectors, synchronizing with the assessment of the implementation of the 2030 Agenda.

第三,完善機制保障。落實可持續發展議程是一項系統工程,需要廣泛調動各方資源和力量,上下齊心,全社會動員。中方已經成立由外交部等數十家部門組成的協調工作機制,負責制定落實方案,審議落實進展,加強政策協調和信息溝通。我們還將執行17項可持續發展目標和169項具體目標的任務進行分解,分配到具體部門,推動各部門成立內部工作機制並制定詳細的落實方案。我們按照中央統籌、部門和地區落實的模式,明確各級政府的主體責任,最大程度地激發各方面積極性,形成全社會共同推進可持續發展的強大合力。
Third, improving institutional support. The implementation of the 2030 Agenda is a systematic project that involves the resources and efforts of all sectors of the society. China has established a coordination mechanism composed of the Ministry of Foreign Affairs and dozens of other government departments, which is responsible for formulating the implementation plan, reviewing the progress, and strengthening policy coordination and information sharing. We have also delegated 17 SDGs and 169 targets to specific departments, and urge them to set up internal working mechanisms and to work out detailed implementation plan. Following the model of central planning with local implementation, we have specified the primary responsibilities of governments at all levels and incentivize them to the maximal extent, so that powerful synergy could be formed in the society to jointly advance sustainable development.

第四,打造“早期收穫”。未來5年是落實可持續發展議程的關鍵時期。中國政府結合本國實際,確定了未來5年需要實現的一系列發展目標。這其中包括:到2020年幫助5500多萬國內農村貧困人口全部脫貧,國內生產總值和城鄉居民人均收入比2010年翻一番,新增城鎮就業超過5000萬人,城鎮棚戶區住房改造2000萬套,單位GDP能源消耗降低15%,單位GDP二氧化碳排放降低18%等。這些目標都與可持續發展目標密切相關。中國政府着力打造“早期收穫”不是搞形象工程,而是實實在在地造福人民;不是隻顧短期成效,而是要以“早期收穫”爲基礎,爲最終實現可持續發展目標探索有效途徑,積累有益經驗。
Fourth, securing “early harvests”. The next five years will be crucial in the implementation of the 2030 Agenda. The Chinese government has, in line with its national conditions, identified a set of development goals to be achieved in next five years. By 2020, China will lift more than 55 million domestic rural poor out of poverty, double the GDP and per capita income of urban and rural residents on the 2010 basis, create over 50 million new urban jobs, renovate 20 million housing units for urban run-down areas, reduce energy consumption per unit of GDP by 15%, and reduce CO2 emissions per unit of GDP by 18%. These objectives are closely related to Sustainable Development Goals. The Chinese government’s efforts to secure “early harvests” are not about image engineering, but a real drive to benefit the people. Instead of short-term success, it is aimed at exploring ways and accumulating experience to achieve the ultimate goal of sustainable development on the basis of “early harvests”.

第五,深化國際交流。中國一貫秉持開放、包容的態度,積極同各方加強交流互鑑,攜手推進全球落實進程。今年4月,中方發佈了《落實發展議程中方立場文件》,闡述了中方關於議程落實工作的立場、主張和舉措。5月,中國與聯合國駐華系統在中國西藏聯合舉辦落實可持續發展議程國際研討會,從戰略對接、早期收穫、創新驅動等方面爲推進落實工作獻計獻策。聯合國祕書長潘基文向研討會致視頻賀辭,祕書長特別顧問納巴羅先生專程赴西藏與會。7月,中方與聯合國駐華系統再次攜手在生態文明貴陽國際論壇年會期間舉辦可持續發展問題分論壇,深入探討對接生態文明建設和可持續發展議程,爲促進國際發展合作貢獻中國智慧。中國還將在年內發佈《中國落實2030年可持續發展議程國別方案》,與各國分享中國經驗。
Fifth, deepening international exchanges. Following an open and inclusive approach, China has actively strengthened exchanges and mutual learning with all parties in a joint effort to take forward the global implementation process. In April this year, China released its Position Paper on the Implementation of the 2030 Agenda, expounding China’s position, proposal and initiatives on the implementation of the Agenda. In May, China and the United Nations System in China co-organized an international seminar on the implementation of the 2030 Agenda in Tibet, during which suggestions such as synergizing strategies, early harvests and innovation-driven approaches were made with a view to advancing implementation. UN Secretary-General Ban Ki-moon sent a video message to the seminar and his special adviser David Nabarro traveled to Tibet to attend the seminar. In July, China and the UN System in China again co-organized a sub-forum on sustainable development on the margins of the annual conference of Eco Forum Global in Guiyang to discuss complementarity between ecological progress and sustainable development agenda, contributing Chinese wisdom to international cooperation on development. China will promulgate its Country Program on the Implementation of the 2030 Agenda for Sustainable Development within this year to share its experience with other countries.

第六,推進南南合作。落實可持續發展議程離不開平等互利、高效務實的全球發展夥伴關係。去年9月,習近平主席出席聯合國成立70週年系列峯會期間宣佈了一系列重大舉措,得到各方高度關注和強烈反響。這些舉措正在全面落實之中。中國-聯合國和平與發展基金已經設立並將於年內啓動項目運作。南南合作與發展學院已於今年4月掛牌成立並啓動招生,將爲其他發展中國家提供博士、碩士學位教育和短期培訓名額。向發展中國家提供減貧、農業、促貿援助、生態保護、醫療、環境、教育等領域支持的“六個100”項目已經開始實施,旨在幫助發展中國家落實可持續發展議程的南南合作援助基金也將盡快投入運行。
Sixth, promoting South-South cooperation. The implementation of the 2030 Agenda will not be successful without efficient, pragmatic and mutually beneficial global development partnerships built on an equal footing. In September last year, while attending the summits commemorating the 70th anniversary of the founding of the United Nations, President Xi Jinping announced a series of major initiatives that has generated enormous global interest and was greeted by overwhelming enthusiasm. The implementation of these measures is on full steam ahead. The China-UN Peace and Development Fund has been established, and will launch its projects by the end of this year. The Institute of South-South Cooperation and Development, inaugurated last April, has commenced enrollment and will provide other developing countries with doctoral- and master’s-degree programs as well as short-term training opportunities. Efforts are underway to implement the “Six 100” projects, which are designed to support developing countries in the fields of poverty reduction, agriculture, Aid for Trade, biological conservation, health, environment and education. The Assistance Fund for South-South Cooperation, tasked with assisting developing countries in their efforts to implement the Agenda, is also expected to start operation soon.

需要特別指出的是,中方作爲二十國集團(G20)主席國,首次將發展問題置於G20議程的核心位置,設置“包容、聯動式發展”議題,將落實可持續發展議程作爲G20今年工作重點之一。在中方倡議下,今年G20首次將發展問題納入全球宏觀政策框架,首次圍繞落實可持續發展議程制定行動計劃,首次討論支持非洲和最不發達國家工業化。今年中方還邀請了G20歷史上最多的發展中國家參與全年活動,充分傾聽發展中國家的聲音和訴求。
It is worth highlighting that as the current President of the G20, China has placed development at the core of G20’s agenda, a ground-breaking move in the Group’s history. Working under the theme of “towards an inclusive and interconnected world economy”, the G20 will take up the implementation of the Sustainable Development Agenda as one of its priorities this year. Driven by China’s initiative, this year’s G20 process will for the first time incorporate development into the global macro policy framework, formulate an action plan on the implementation of the 2030 Agenda for Sustainable Development, and take up the new topic of supporting the industrialization of African countries and the LDCs. At China’s invitation, an uNPRecedented number of developing countries will participate in G20’s activities throughout the year, so that the voice of developing countries will be fully heard and their aspirations fully expressed.

目前,峯會的籌備進入最後衝刺階段,中方推動起草的《G20落實2030年可持續發展議程行動計劃》已經成形,得到G20成員普遍支持,展現了G20成員發揮的表率和示範作用。我們希望,世界主要經濟體採取的集體行動和國別行動能爲落實可持續發展議程注入強勁的動力,提供重要的推動。
At present, the preparation for the summit is in its final stage. Proposed and prepared by China, the draft G20 Action Plan for the Implementation of the 2030 Agenda for Sustainable Development has been finalized and received broad support among G20 members, demonstrating the will of the Group to serve as a role model in this regard. We hope that the collective and individual actions taken by the world’s major economies will give a strong boost to the implementation of the Agenda and constitute an important driving force.

Distinguished delegates,
面向未來,中國將以創新、協調、綠色、開放、共享的發展理念爲指導,統籌推進經濟建設、政治建設、文化建設、社會建設和生態文明建設,加快落實2030年可持續發展議程。中國將堅持創新發展,實施創新驅動發展戰略,着力提高發展的質量和效益。堅持協調發展,推進區域協同、城鄉一體、物質文明精神文明並重,着力形成平衡發展結構。堅持綠色發展,推動形成綠色低碳發展方式和生活方式,積極應對氣候變化,着力改善生態環境。堅持開放發展,努力提高對外開放水平,協同推進戰略互信、經貿合作、人文交流,着力實現合作共贏。堅持共享發展,注重機會公平,保障基本民生,着力增進人民福祉。
Going forward, guided by the vision of innovative, coordinated, green, open and shared development, China will advance economic, political, cultural, social and ecological progress in a balanced manner and speed up implementation of the 2030 Agenda for Sustainable Development. To promote innovative development, China will adopt an innovation-driven development strategy and focus on better quality and efficiency of development. To promote coordinated development, China will strive for greater coordination across all regions and between urban and rural areas, and pay equal attention to material and cultural development, so as to realize a balanced development structure. To promote green development, China will facilitate the transition to an eco-friendly and low-carbon model of production and consumption, actively tackle climate change and improve ecological environment. To promote open development, China will work to achieve better opening-up, and work with our partners to promote strategic mutual trust, economic and trade ties and people-to-people exchange, with the view to achieving win-win cooperation. To promote shared development, China will ensure equal opportunities, guarantee basic living necessities and promote the welfare of our people.

與此同時,中方將繼續大力推進“一帶一路”建設,不斷深化南南合作,爲其他發展中國家落實可持續發展議程提供力所能及的幫助。我們支持聯合國在落實可持續發展議程中發揮中心作用,願同各國及有關國際組織一道推動加強全球治理,進一步深化國際發展合作,爲全球發展事業貢獻更大力量,推動構建合作共贏、共同發展的人類命運共同體。
At the same time, China will continue to promote the “Belt and Road” Initiative (the Silk Road Economic Belt and the 21st-Century Maritime Silk Road), deepen South-South cooperation, and provide assistance within our capacity to other developing countries in their implementation of the Sustainable Development Agenda. China supports the central role of the United Nations in the implementation of the Agenda, and stands ready to work with other countries and relevant international organizations to enhance global governance, deepen international development cooperation, and contribute even more to the global cause of development. Let us work together to build a community of shared future for the mankind featuring win-win cooperation and common development.
